I must have incorrectly tested the different client types. I believe the issue has been resolved but I'm a little concerned. Please let me know if there is anything I can provide to help solve this issue. I have created a rule to allow DNS from my DC to external. DNS server has a forwarder that points to 192.168.1.1 which is the DSL modem IP address. I'm not sure what is slowing the internet to a crawl. I disabled web caching, HTTPS Inspection, Malware Inspection, and URL filtering which results in the same speed.
